Who Qualifies as an “Expert” And How Can We Decide Who Is Trustworthy?

Expertise is a slippery concept. Who has it, who claims it, and who attributes or yields it to whom is a culturally specific, sociological process. During the COVID-19 pandemic, we have witnessed a remarkable emergence of legitimate and not-so-legitimate scientists publicly claiming or being attributed to have academic expertise in precisely my field: infectious disease epidemiology. From any vantage point, it is clear that charlatans abound out there, garnering TV coverage and hundreds of thousands of Twitter followers based on loud opinions despite flimsy credentials. What is more interesting as an insider is the gradient of expertise beyond these obvious fakers.
A person's expertise is not a fixed attribute; it is a hierarchical trait defined relative to others. Despite my protestations, I am the go-to expert on every aspect of the pandemic to my family. To a reporter, I might do my best to answer a question about the immune response to SARS-CoV-2, noting that I'm not an immunologist. Among other academic scientists, my expertise is more well-defined as a subfield of epidemiology, and within that as a particular area within infectious disease epidemiology. There's a fractal quality to it; as you zoom in on a particular subject, a differentiation of expertise emerges among scientists who, from farther out, appear to be interchangeable.
We all have our scientific domain and are less knowledgeable outside it, of course, and we are often asked to comment on a broad range of topics. But many scientists without a track record in the field have become favorites among university administrators, senior faculty in unrelated fields, policymakers, and science journalists, using institutional prestige or social connections to promote themselves. This phenomenon leads to a distorted representation of science—and of academic scientists—in the public realm.
Trustworthy experts will direct you to others in their field who know more about particular topics, and will tend to be honest about what is and what isn't "in their lane."
Predictably, white male voices have been disproportionately amplified, and men are certainly over-represented in the category of those who use their connections to inappropriately claim expertise. Generally speaking, we are missing women, racial minorities, and global perspectives. This is not only important because it misrepresents who scientists are and reinforces outdated stereotypes that place white men in the Global North at the top of a credibility hierarchy. It also matters because it can promote bad science, and it passes over scientists who can lend nuance to the scientific discourse and give global perspectives on this quintessentially global crisis.
Also at work, in my opinion, are two biases within academia: the conflation of institutional prestige with individual expertise, and the bizarre hierarchy among scientists that attributes greater credibility to those in quantitative fields like physics. Regardless of mathematical expertise or institutional affiliation, lack of experience working with epidemiological data can lead to over-confidence in the deceptively simple mathematical models that we use to understand epidemics, as well as the inappropriate use of uncertain data to inform them. Prominent and vocal scientists from different quantitative fields have misapplied the methods of infectious disease epidemiology during the COVID-19 pandemic so far, creating enormous confusion among policymakers and the public. Early forecasts that predicted the epidemic would be over by now, for example, led to a sense that epidemiological models were all unreliable.
Meanwhile, legitimate scientific uncertainties and differences of opinion, as well as fundamentally different epidemic dynamics arising in diverse global contexts and in different demographic groups, appear in the press as an indistinguishable part of this general chaos. This leads many people to question whether the field has anything worthwhile to contribute, and muddies the facts about COVID-19 policies for reducing transmission that most experts agree on, like wearing masks and avoiding large indoor gatherings.
So how do we distinguish an expert from a charlatan? I believe a willingness to say "I don't know" and to openly describe uncertainties, nuances, and limitations of science are all good signs. Thoughtful engagement with questions and new ideas is also an indication of expertise, as opposed to arrogant bluster or a bullish insistence on a particular policy strategy regardless of context (which is almost always an attempt to hide a lack of depth of understanding). Trustworthy experts will direct you to others in their field who know more about particular topics, and will tend to be honest about what is and what isn't "in their lane." For example, some expertise is quite specific to a given subfield: epidemiologists who study non-infectious conditions or nutrition, for example, use different methods from those of infectious disease experts, because they generally don't need to account for the exponential growth that is inherent to a contagion process.
Academic scientists have a specific, technical contribution to make in containing the COVID-19 pandemic and in communicating research findings as they emerge. But the liminal space between scientists and the public is subject to the same undercurrents of sexism, racism, and opportunism that society and the academy have always suffered from. Although none of the proxies for expertise described above are fool-proof, they are at least indicative of integrity and humility—two traits the world is in dire need of at this moment in history.

American politics has no shortage of ailments. Many do not feel like their voice matters amid the money and influence amassed by corporations and wealthy donors. Many doubt whether elected officials and bureaucrats can or even want to effectively solve problems and respond to citizens' needs. Many feel divided both physically and psychologically, and uncomfortable (if not scared) at the prospect of building new connections across lines of difference.
Strengthening American democracy requires countering these trends. New collaborations between university researchers and community leaders such as elected officials, organizers, and nonprofit directors can help. These collaborations can entail everything from informal exchanges to co-led projects.
But there's a catch. They require that people with diverse forms of knowledge and lived experience, who are often strangers, choose to engage with one another. We know that strangers often remain strangers.
That's why a science of collaboration that centers the inception question is vital: When do diverse individuals choose to work together in the first place? How can we design institutions that encourage beneficial collaborations to arise and thrive? And what outcomes can occur?
How Collaborations Between Researchers and Community Leaders Can Help
First consider the feeling of powerlessness. Individual action becomes more powerful when part of a collective. For ordinary citizens, voting and organizing are arguably the two most impactful forms of collective action, and as it turns out there is substantial research on how to increase turnout and how to build powerful civic associations. Collaborations between researchers familiar with that work and organizers and nonprofit leaders familiar with a community's context can be especially impactful.
For example, in 2019, climate organizers with a nonpartisan group in North Carolina worked with a researcher who studies organizing to figure out how to increase volunteer commitment—that is, how to transform volunteers who only attend meetings into leaders who take responsibility for organizing others. Together, they designed strategies that made sense for the local area. Once implemented, these strategies led to a 161% year-over-year increase in commitment. More concretely, dozens of newly empowered volunteers led events to raise awareness of how climate change was impacting the local community and developed relationships with local officials and business owners, all while coming to see themselves as civic leaders. This experience also fed back into the researcher's work, motivating the design of future studies.
Or consider how researchers and local elected officials can collaborate and respond to novel challenges like the coronavirus. For instance, in March 2020, one county in Upstate New York suddenly had to figure out how to provide vital services like internet and health screenings for residents who could no longer visit shuttered county offices. They turned to a researcher who knew about research on mobile vans. Together, they spoke about the benefits and costs of mobile vans in general, and then segued into a more specific conversation about what routings and services would make sense in this specific locale. Their collaboration entailed a few conversations leading up to the county's decision, and in the end the county received helpful information and the researcher learned about new implementation challenges associated with mobile vans.
In April, legislators in another Upstate New York county realized they needed honest, if biting, feedback from local mayors about their response to the pandemic. They collaborated with researchers familiar with survey methodology. County legislators supplied the goals and historical information about fraught county–city relationships, while researchers supplied evidence-based techniques for conducting interviews in delicate contexts. These interviews ultimately revealed mayors' demand for more up-to-date coronavirus information from the county and also more county-led advocacy at the state level.
To be sure, there are many situations in which elected officials' lack of information is not the main hurdle. Rather, they need an incentive to act. Yet this is another situation in which collaborations between university researchers and community leaders focused on evidence-based, context-appropriate approaches to organizing and voter mobilization could produce needed pressure.
This brings me to the third way in which collaborations between researchers and community leaders can strengthen American democracy. They entail diverse people working to develop a common interest by building new connections across lines of difference. This is a core democratic skill that withers in the absence of practice.
In addition to credibility, we've learned that potential collaborators also care about whether others will be responsive to their goals and constraints, understand their point of view, and will be enjoyable to interact with.
The Science of Collaboration
The previous examples have one thing in common: a collaboration actually took place.
Yet that often does not happen. While there are many reasons why collaborations between diverse people should arise we know far less about when they actually do arise.
This is why a science of collaboration centered on inception is essential. Some studies have already revealed new insights. One thing we've learned is that credibility is important, but often not enough. By credibility, I mean that people are more likely to collaborate when they perceive each other to be trustworthy and have useful information or skills to share. Potential collaborators can signal their credibility by, for instance, identifying shared values and mentioning relevant previous experiences. One study finds that policymakers are more interested in collaborating with researchers who will share findings that are timely and locally relevant—that is, the kind that are most useful to them.
In addition to credibility, we've learned that potential collaborators also care about whether others will be responsive to their goals and constraints, understand their point of view, and will be enjoyable to interact with. For instance, potential collaborators can explicitly acknowledge that they know the other person is busy, or start with a question rather than a statement to indicate being interested. One study finds that busy nonprofit leaders are more likely to collaborate with researchers who explicitly state that (a) they are interested in learning about the leaders' expertise, and (b) they will efficiently share what they know. Another study underscores that potential collaborators need to feel like they know how to interact—that is, to feel like they have a "script" for what's appropriate to say during the interaction.
We're also learning that institutions (such as matchmaking organizations) can reduce uncertainty about credibility and relationality, and also help collaborations start off on the right foot. They are a critical avenue for connecting strangers. For instance, brokers can use techniques that increase the likelihood that diverse people feel comfortable sharing what they know, raising concerns, and being responsive to others.
Looking Ahead
A science of collaboration that centers the inception question is helpful on two levels. First, it provides an evidence base for how to effectively connect diverse people to work together. Second, when applied to university researchers and community leaders, it can produce collaborations that strengthen American democracy. Moreover, these collaborations are easily implemented, especially when informal and beginning as a conversation or two (as in the mobile vans example).
Existing research on the science of collaboration has already yielded actionable insights, yet we still have much to learn. For instance, we need to better understand the latent demand. Interviews that ask a wide variety of community leaders and researchers who have not previously collaborated to talk about why doing so might be helpful would be enlightening. They could also be a useful antidote to the narrative of conflict that often permeates discussions about the role of science in American politics.
In addition, we need to learn more about the downstream consequences of these collaborations, such as whether new networks arise that include colleagues of the initial collaborators. Here, it would be helpful to study the work of brokers – how they introduce people to each other, how much they follow up, and the impact of those decisions.
Ultimately, expanding the evidence base of the science of collaboration, and then directly applying what we learn, will provide important new and actionable avenues for strengthening American democracy.

Abortions Before Fetal Viability Are Legal: Might Science and the Change on the Supreme Court Undermine That?

Viability—the potential for a fetus to survive outside the womb—is a core dividing line in American law. For almost 50 years, the Supreme Court of the United States has struck down laws that ban all or most abortions, ruling that women's constitutional rights include choosing to end pregnancies before the point of viability. Once viability is reached, however, states have a "compelling interest" in protecting fetal life. At that point, states can choose to ban or significantly restrict later-term abortions provided states allow an exception to preserve the life or health of the mother.
This distinction between a fetus that could survive outside its mother's body, albeit with significant medical intervention, and one that could not, is at the heart of the court's landmark 1973 decision in Roe v. Wade. The framework of viability remains central to the country's abortion law today, even as some states have passed laws in the name of protecting women's health that significantly undermine Roe. Over the last 30 years, the Supreme Court has upheld these laws, which have the effect of restricting pre-viability abortion access, imposing mandatory waiting periods, requiring parental consent for minors, and placing restrictions on abortion providers.
Viability has always been a slippery notion on which to pin legal rights.
Today, the Guttmacher Institute reports that more than half of American women live in states whose laws are considered hostile to abortion, largely as a result of these intrusions on pre-viability abortion access. Nevertheless, the viability framework stands: while states can pass pre-viability abortion restrictions that (ostensibly) protect the health of the woman or that strike some kind a balance between women's rights and fetal life, it is only after viability that they can completely favor fetal life over the rights of the woman (with limited exceptions when the woman's life is threatened). As a result, judges have struck down certain states' so-called heartbeat laws, which tried to prohibit abortions after detection of a fetal heartbeat (as early as six weeks of pregnancy). Bans on abortion after 12 or 15 weeks' gestation have also been reversed.
Now, with a new Supreme Court Justice expected to be hostile to abortion rights, advances in the care of preterm babies and ongoing research on artificial wombs suggest that the point of viability is already sooner than many assume and could soon be moved radically earlier in gestation, potentially providing a legal basis for earlier and earlier abortion bans.
Viability has always been a slippery notion on which to pin legal rights. It represents an inherently variable and medically shifting moment in the pregnancy timeline that the Roe majority opinion declined to firmly define, noting instead that "[v]iability is usually placed at about seven months (28 weeks) but may occur earlier, even at 24 weeks." Even in 1977, this definition was an optimistic generalization. Every baby is different, and while some 28-week infants born the year Roe was decided did indeed live into adulthood, most died at or shortly after birth. The prognosis for infants born at 24 weeks was much worse.
Today, a baby born at 28 weeks' gestation can be expected to do much better, largely due to the development of surfactant treatment in the early 1990s to help ease the air into babies' lungs. Now, the majority of 24-week-old babies can survive, and several very premature babies, born just shy of 22 weeks' gestation, have lived into childhood. All this variability raises the question: Should the law take a very optimistic, if largely unrealistic, approach to defining viability and place it at 22 weeks, even though the overall survival rate for those preemies remains less than 10% today? Or should the law recognize that keeping a premature infant alive requires specialist care, meaning that actual viability differs not just pregnancy-to-pregnancy but also by healthcare facility and from country to country? A 24-week premature infant born in a rural area or in a developing nation may not be viable as a practical matter, while one born in a major U.S. city with access to state-of-the-art care has a greater than 70% chance of survival. Just as some extremely premature newborns survive, some full-term babies die before, during, or soon after birth, regardless of whether they have access to advanced medical care.
To be accurate, viability should be understood as pregnancy-specific and should take into account the healthcare resources available to that woman. But state laws can't capture this degree of variability by including gestation limits in their abortion laws. Instead, many draw a somewhat arbitrary line at 22, 24, or 28 weeks' gestation, regardless of the particulars of the pregnancy or the medical resources available in that state.
As variable and resource-dependent as viability is today, science may soon move that point even earlier. Ectogenesis is a term coined in 1923 for the growth of an organism outside the body. Long considered science fiction, this technology has made several key advances in the past few years, with scientists announcing in 2017 that they had successfully gestated premature lamb fetuses in an artificial womb for four weeks. Currently in development for use in human fetuses between 22 and 23 weeks' gestation, this technology will almost certainly seek to push viability earlier in pregnancy.
Ectogenesis and other improvements in managing preterm birth deserve to be celebrated, offering new hope to the parents of very premature infants. But in the U.S., and in other nations whose abortion laws are fixed to viability, these same advances also pose a threat to abortion access. Abortion opponents have long sought to move the cutoff for legal abortions, and it is not hard to imagine a state prohibiting all abortions after 18 or 20 weeks by arguing that medical advances render this stage "the new viability," regardless of whether that level of advanced care is available to women in that state. If ectogenesis advances further, the limit could be moved to keep pace.
The Centers for Disease Control and Prevention reports that over 90% of abortions in America are performed at or before 13 weeks, meaning that in the short term, only a small number women would be affected by shifting viability standards. Yet these women are in difficult situations and deserve care and consideration. Research has shown that women seeking later terminations often did not recognize that they were pregnant or had their dates quite wrong, while others report that they had trouble accessing a termination earlier in pregnancy, were afraid to tell their partner or parents, or only recently received a diagnosis of health problems with the fetus.
Shifts in viability over the past few decades have already affected these women, many of whom report struggling to find a provider willing to perform a termination at 18 or 20 weeks out of concern that the woman may have her dates wrong. Ever-earlier gestational limits would continue this chilling effect, making doctors leery of terminating a pregnancy that might be within 2–4 weeks of each new ban. Some states' existing gestational limits on abortion are also inconsistent with prenatal care, which includes genetic testing between 12 and 20 weeks' gestation, as well as an anatomy scan to check the fetus's organ development performed at approximately 20 weeks. If viability moves earlier, prenatal care will be further undermined.
Perhaps most importantly, earlier and earlier abortion bans are inconsistent with the rights and freedoms on which abortion access is based, including recognition of each woman's individual right to bodily integrity and decision-making authority over her own medical care. Those rights and freedoms become meaningless if abortion bans encroach into the weeks that women need to recognize they are pregnant, assess their options, seek medical advice, and access appropriate care. Fetal viability, with its shifting goalposts, isn't the best framework for abortion protection in light of advancing medical science.
Ideally, whether to have an abortion would be a decision that women make in consultation with their doctors, free of state interference. The vast majority of women already make this decision early in pregnancy; the few who come to the decision later do so because something has gone seriously wrong in their lives or with their pregnancies. If states insist on drawing lines based on historical measures of viability, at 24 or 26 or 28 weeks, they should stick with those gestational limits and admit that they no longer represent actual viability but correspond instead to some form of common morality about when the fetus has a protected, if not absolute, right to life. Women need a reasonable amount of time to make careful and informed decisions about whether to continue their pregnancies precisely because these decisions have a lasting impact on their bodies and their lives. To preserve that time, legislators and the courts should decouple abortion rights from ectogenesis and other advances in the care of extremely premature infants that move the point of viability ever earlier.
